Stakeholders
The Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

| Buffalo and Fort Erie Public Bridge Authority | The Buffalo and Fort Erie Public Bridge Authority is a body corporate and politic constituting a public benefit corporation created under the laws of the State of New York and by an act of the Parliament of Canada and consented to by the United States Congress. Also know as the Peace Bridge Authority (PBA), it operates and maintains the Peace Bridge, which crosses the Niagara River between Buffalo and Fort Erie, Ontario. |
| Canada Border Services Agency | The Canada Border Services Agency (CBSA) brings together all the major players involved in facilitating legitimate cross–border traffic and supporting economic development while stopping people and goods that pose a potential risk to Canada. It integrates several key functions previously spread among three organizations: the Customs program from the Canada Customs and Revenue Agency, the Intelligence, Interdiction and Enforcement program from Citizenship and Immigration Canada, and the Import Inspection at Ports of Entry program from the Canadian Food Inspection Agency. |

| Department of Homeland Security | The Department of Homeland Security exists to secure the nation from the many threats including aviation and border security, emergency response, cyber security analyst and chemical facility inspection. |

| Erie County | Erie County is a metropolitan center located on the western border of New York State covering 1,058 square miles and consisting of 3 cities and 25 town governments. |
| Freight and Trucking Organizations | Represents the various organizations and companies involved with freight shipping. |
| Greater Buffalo Niagara Regional Transportation Council | Metropolitan Planning Organization (MPO) for the Greater Buffalo metropolitan area. |
| Local Emergency Responders | All stakeholders responsible for responding to emergency events on state and local roadways. |
| Local Fire Department | Represents a local municipal fire department. |
| Local Police Department | Represents law enforcement for a municipality. |
| Local Public Works | Town, Village, or other local level departments of public works responsible for roadwork, maintenance, and winter oepration activities. |
| Ministry of Transportation Ontario | Responsible for maintaining the transportation network in the Province of Ontario. |
| New York State Department of Transportation | Statewide agency responsible for coordinating and developing comprehensive transportation policy for the State; coordinating and assisting in the development and operation of transportation facilities and services for highways, railroads, mass transit systems, ports, waterways and aviation facilities; and, formulating and keeping current a long–range, comprehensive statewide master plan for the balanced development of public and private commuter and general transportation facilities. |

| New York State Police | Law enforcement provider for the State of New York. |
| New York State Thruway Authority | New York State Thruway Authority. Operates and maintains a toll highway through the State of New York and the New York State Canal System. |
| Niagara County | Niagara County is located in the north–west corner of New York State. It is bordered on three sides by water, Lake Ontario to the North, Tonawanda Creek to the South and the Niagara River to the West. |
| Niagara Falls Bridge Commission | Established to finance, construct and operate the Rainbow Bridge, the Commission also operates the Whirlpool Rapids (Lower) and Lewiston–Queenston Bridges. Also operates and maintains facilities for Customs and Immigration functions on both sides of the border at the bridges. |
| Niagara Frontier Transportation Authority | Operator and provider of transportation services in the Greater Buffalo and Niagara region. Transportation services include public transit (buses, trains, vans, and trolley–buses), shuttle service. Also operates the Buffalo Niagara International Airport and the Niagara Fall International Airport. |
| Niagara Region | The Regional Municipality of Niagara in Southern Ontario, Canada, lies on the west side of the Niagara River, between lakes Ontario and Erie. |
| NITTEC | Niagara International Transportation Technology Coalition (NITTEC) is an organization of fourteen agencies in Western New York and Southern Ontario whose mission is to improve regional and international transportation mobility, promote economic competitiveness and minimize adverse environmental effects related to the regional transportation system. The system includes four international transportation border crossings between Canada and the United States. |

| Transport Canada | A Canadian government agency. Transport Canada's mission is to develop and administer policies, regulations and services for the best transportation system for Canada and Canadians — one that is safe and secure, efficient, affordable, integrated and environmentally friendly. |
| United States Department of Transportation | The United Stated Department of Transportation (USDOT) and the Federal Highway Administration (FHWA) provides stewardship over the construction, maintenance and preservation of the Nation's highways, bridges and tunnels. FHWA also conducts research and provides technical assistance to state and local agencies in an effort to improve safety, mobility, and livability, and to encourage innovation. |
| US Customs and Border Protection | The unified border agency of the United States. Combines the inspection and border authorities of U.S. Customs, Immigration, Animal and Plant health Inspection Services, and the entire U.S. Border Patrol. |
